From Groundworks to Comprehensive 
EV Delivery 
While Kelly Group’s civil engineering expertise is traditionally synonymous with telecommunications, our capabilities 
have long been deployed to support the UK’s broader green energy transition. Under the leadership of Civils General 
Manager Tony Griffin, our teams have established a proven track record in facilitating a critical shift in national 
infrastructure: the large-scale rollout of Electric Vehicle (EV) charging networks.
Bridging the Gap in Urban Charging
Serving as a primary delivery partner for Believ (formerly 
Liberty Charge) since 2020, Kelly Group is responsible 
for the complex civil engineering required to build a fully 
integrated, on-street residential charging network. The 
project addresses one of the most significant hurdles in 
EV adoption: providing accessible charging for residents 
in high-density urban areas who lack access to private, 
off-street parking. 
The project requires a flexible operational approach, 
with the team’s remit adapting to the specific technical 
needs of each region. In the London borough of Tower 
Hamlets, Kelly Group successfully delivered the essential 
groundwork infrastructure, providing the foundational 
framework for a major urban rollout. 
From Groundworks to 
Comprehensive Delivery 
In contrast, new work in Suffolk represents a significant 
evolution in the service offering from Kelly Group. 
In this region, Kelly Group provides a comprehensive 
infrastructure delivery that goes far beyond traditional 
groundworks. Teams manage the end-to-end civil scope, 
from the initial excavation to the precision installation 
of feeder pillars and EV Charge Points, cable pulling, 
electrical termination and commissioning of Feeder Pillars 
and Charge Points. This expanded remit highlights the 
growing trust our partners place in our ability to deliver 
complex, hardware-ready sites in a single, coordinated 
operation.

In a sector where reliability is paramount, Kelly Group’s presence has expanded through a consistent commitment to 
high-quality execution. Operations Director Rashid Collins notes that our growth is a direct result of taking the client’s 
diverse needs seriously and executing with precision. 
This focus has led to our teams being entrusted with an increasing number of regions, often stepping in to ensure that 
installations across London and the Home Counties meet exact specifications. Success in this field is not just about the 
installation itself, but the meticulous coordination and civil expertise required to deliver it right first time.
