A True Collective Effort
The continued success of the Megastream project is underpinned by the collaboration of approximately 40 personnel 
across Kelly Rail, Network Rail, and our delivery partners. From engineers on the ground to back-office planning 
teams, this has been a fully integrated effort. Following a recent review, Network Rail expressed high praise for Kelly 
Rail’s progress, specifically recognising both the impressive pace and the high quality of the projects delivery.
Coordinated Delivery
Beyond electrical works, Kelly Rail are collaborating with 
Openreach to roll out the first phase of fibre installations 
as sites become ready. 
Civil engineering designs have also hit the AFC 
milestone, and track access has been secured to begin 
installing equipment cabinets. As soon as land-access 
permissions (wayleaves) are finalised, groundwork will 
begin, maintaining momentum across every part of the 
programme.
Success has relied on creative problem-solving. At 
Pembroke Dock, for example, site access was 
historically restricted to limited time windows 
when trains weren’t running. To overcome this, 
the team installed specialised fencing to create a 
segregated, safe work zone. This allowed our teams 
to work flexibly under the supervision of a Controller of 
Site Safety (COSS), significantly increasing efficiency by 
removing the need for traditional track closures.
Overcoming Challenges on the Ground
This accelerated pace aligns with the transition 
from the legacy Megastream system to modern 
infrastructure. To ensure a seamless move to Optical 
Connect services, Kelly Rail is working to enable all 
sites ahead of schedule. This proactive delivery is essential 
to maintaining uninterrupted network operations and 
ensuring a smooth handover to the new fibre backbone.
A Seamless Transition
Collaborating closely with Network Rail and design 
specialists, Kelly Rail have made significant strides. Since 
the project accelerated on 13th March, Approved For 
Construction (AFC) designs have jumped from 8 to 26, 
with 15 sites now fully enabled. This achievement reflects 
a collective focus on detailed planning to meet ambitious 
deadlines.
Substantial Progress
Kelly Rail is delivering a vital upgrade to 
Network Rail’s telecoms network, replacing 
aging equipment with modern fibre technology 
(Optical Connect). This project provides the 
essential data links and backup loops that keep 
internal signalling and control systems running 
safely, ensuring the network remains resilient for 
the teams who operate the railway.
